I got really creeped out last night by a cop. It was about midnight and I was driving in the sticks, the street relatively empty. I drove through an intersection, a little under the speed limit, as is my custom. I know it annoys people, but I always slow a little at intersections, because drivers are idiots and I want to be able to stop on a dime. I was in no way driving in an erratic manner.

The person waiting to cross the intersection was in a cop car. He (I'll be using he) turned to follow me. And he continued to follow me for several minutes. I was driving 5 km under the speed limit, as I always do when a cop car is behind me. This is to ensure I don't go over the limit by even 1km, and to encourage the cop to pass. He didn't. And as he continued behind me, I was getting seriously creeped out, worrying that the person behind me wasn't actually a cop at all, just some nut in a cop car, or that he was a bent cop. I thought of turning onto another road just to see if he would follow, but I didn't want to leave what was the only major road in the area.

Finally, another car caught up to us in our lane - prior to this, there had been no other cars on the road - and at this point, the cop car pulled onto the shoulder, turned around, and took off in the other direction. Was it only coincidence that he chose to leave when another car showed up? I really can't feel certain that it was. There were no lights to indicate a sudden emergency, and he didn't pull into a side street. He literally pulled off onto the side of the street as soon as the other car showed up and just turned around.

So, police officer, if you were just getting your kicks intimidating a law abiding citizen, job well done.

Um...

This is just what I have read and heard.
But.
I think a police officer who sees a driver driving VERY CAREFULLY under the speed limit late at night will consider the possibility that the driver has imbibed too much alcohol and has spotted the officer and is driving overly carefully in order not to get pulled over.

A driver with impaired judgement will generally make some other error (e.g. weave in the lane, etc.) but you probably drew attention but driving below the limit at that hour.

I agree with the above comment. Also, it's possible that he turned around because you had reached the edge of his patrol area without giving him any reason to pull you over.

I don't know if this would work in Canada, but here I'd have pulled out my cellphone and called 911, and said that someone in what looked like a police car had been shadowing me very closely for quite a ways but hadn't made any attempt to pull me over, and I was concerned about it not really being a cop. Although before I tried that, I would definitely have made a few turns to see if he'd tail me; otherwise it's too likely that he just happened to be going the same way I was.
